In California, Providence offers services through its wholly owned subsidiaries, Providence Community Services, College Community Services, A to Z In-Home Tutoring www.atoztutoring.com (“A to Z”) and LogistiCare. Providence also provides management services to Family Preservation Community Services.

Our subsidiaries and managed entity in California are characterized by innovative programming and a commitment to providing a wide range of services. Our mission is to provide services which are comprehensive, coordinated, individualized, culturally appropriate and effective. In doing so, we strive to support and empower children, youth, adults and families in their efforts to improve home, school, work and community functioning. We embrace a collaborative approach to service delivery as we recognize that many of the clients and families we serve are linked in multi-agency settings.

In 2006, our operations benefited from the California Mental Health Services Act, which provides increased funding for a wide range of behavioral health, substance abuse and social services for underserved populations. Over half of this funding goes towards Full Service Partnerships, which provide services that promote Recovery and Resilience through comprehensive, integrated, consumer-driven, strength-based care based on a ‘whatever it takes’ approach.

Since 1996, Providence Community Services (“PCS”, formerly known as “Aspen Community Services”) has specialized in providing home- and community-based services for children, transition age youth and families in Southern California. As a Short-Doyle Medi-Cal (Medicaid) certified provider, PCS provides behavioral health services, substance abuse (and co-occurring disorders) treatment, intensive case management, intensive day treatment, educational and vocational assistance, housing assistance and foster family services. Noteworthy programs include:

  • Multisystemic Therapy (MST) ) – In collaboration with the Los Angeles County Department of Mental Health, PCS provides MST, an evidence-based practice for youth on probation and youth at risk for incarceration. This home-based, strength-based program focuses on caregivers in addition to the client. MST has been found to be highly successful in reducing incarceration, truancy, lost placement and substance abuse.
  • Assertive Community Treatment (ACT) ) – In September, 2006 PCS implemented an ACT program which provides full service partnership services to transition age youth ages 16 to 24 with a serious mental illness who are homeless or at risk of becoming homeless in San Diego County. This Recovery-Focused program includes a consumer-run clubhouse and a wide range of services designed to help each client lead meaningful, self-sufficient lives.
  • Full Service Partnerships) – In addition to the ACT program in San Diego County, PCS operates one children’s and one transition-age youth Full Service Partnership in Orange County and one children’s and one transition-age youth Full Service Partnership in Los Angeles County.

College Community Services (“CCS”) has provided a wide range of behavioral health and substance abuse services for children, youth, adults and their families in Kern and Orange Counties since 1996. Our adult mental health services include individual, group and family therapy, case management, crisis intervention and psychiatric services. CCS also provides several substance abuse programs including a well integrated community prevention program and a specialized perinatal substance abuse program in Kern County. Clients are self-referred, court referred, on probation or on parole. CCS follows the Recovery Model, which focuses on client strengths and client-driven services, and which promotes client hope, empowerment, self-responsibility and meaningful community roles to improve community functioning and integration. Noteworthy programs include:

  • CalWORKS – This “Welfare-to-Work” program provides Recovery-Focused mental health, substance abuse and domestic violence services to adults in Orange County who need assistance in overcoming barriers to employment.
  • Full Service Partnerships – CCS has implemented two Full Service Partnership programs, one that serves adults with a serious mental illness involved in the criminal justice system and one that serves older adults with a mental illness who are homeless or at risk of becoming homeless.
  • Mobile Services Team – Funded through the Mental Health Service Act, this home- and community-based program provides mobile crisis intervention, mental health services, substance abuse counseling, referrals and community resource linkage to the uninsured and underserved residents of rural Eastern Kern County.

Family Preservation Community Services (“FPCS”), a non-profit entity managed by Providence, is a welcome addition to the California programs. FPCS, which also offers services in South Carolina and other states, provides Wraparound Services in Orange County and Eastern Kern County. These programs are designed to work with children with a Serious Emotional Disturbance and their families/caregivers to avoid out-of-home placement or placement at a higher level of care. Services include engagement, assessment, service planning, intensive case management, 24/7 access to services, crisis prevention and intervention, community referrals and linkage, benefits acquisition, transportation assistance, mentoring, skill building activities, life skills training, respite care, transition planning and after care services.

A to Z In-Home Tutoring (“A to Z”) provides effective, high-quality tutoring to students to improve their grades and their ability to learn. Many of our clients were born into pverty, and some were abused, neglected or abandoned. With the right inspiration and a little help on the academic front, these kids can quickly catch up in school, get ahead and develop the skills and self-esteem to be successful in life. Individualized programs are tailored to the unique needs of each child and services are offered in the client’s home, at their school or in the community.

Upon completing the A to Z program, students, typically acquire six new math skills and six new language arts skills. On average, student composite scores increase by 21% from pre-test scores to post-test scores. And parents love the A to Z program. In surveys of parents completed at the conclusion of every school year, A to Z receives very high marks year in and year out. Parents see improvements in areas such as: grades, behavior at school, attendance and self-esteem. Last year, A to Z’s parent satisfaction rate was 97%.

A to Z was founded in Nashville, TN and provides tutoring to children in 22 states and Washington, DC. A to Z’s corporate office is located in Brentwood, TN.

LogistiCare has been managing non-emergency medical (NEMT) and other social service transportation programs for government agencies and managed care organization (MCOs) since 1989. LogistiCare currently is the nation’s largest and most experienced manager of Medicaid NEMT programs for state governments and MCOs, providing over 17 million NEMT trips annually in 36 states and the District of Columbia. LogsitiCare has also managed other types of human service transportation programs such as ADA paratransit, school transportation, commercial ambulance, and elderly dial-a-ride services.

LogistiCare pioneered what is known as the “brokerage” model for delivering transportation services. Under the brokerage model, the funding entity outsources the management of their transportation benefit to a professional transportation management company, usually under a full-risk capitated financial arrangement. LogistiCare’s consistent record of cost saving and service quality has been instrumental in the increasing adoption of the NEMT broker model by state Medicaid agencies and MCOs throughout the country.
