In Oregon, Providence provides services through a management contract with Maple Star Oregon.

Maple Star Oregon (“Maple Star”), a private non-profit Child Caring Agency was licensed by the State of Oregon Services to Children and Families in 1998 and began providing treatment foster care in August of 1999. The mission of Maple Star is to assist young people to achieve social integration and prepare them to live in a democratic society by offering community and home based services as an alternative to institutional care.

Originally based in Central Oregon and serving a juvenile justice population, Maple Star implemented a therapeutic foster family program to address two service needs. The first is to serve as a front end alternative to correctional institutions for juveniles who require more supervision than can be provided by their families, usually more intensive supervision than is available on conventional probation. The second is to shorten lengthy stays in juvenile corrections institutions for juveniles who no longer require that service, but who do not have community living options that provide necessary structure and supervision for them while on parole status. In this way, Maple Star provides an intermediate service option between prison and probation/parole.

In late 2000, Maple Star was approved to begin providing Behavioral Rehabilitation Services (BRS) for the State of Oregon Department of Human Services. With its BRS designation, Maple Star began providing Enhanced Therapeutic foster care for borderline intellectual functioning youth who did not qualify for services offered by the department of Developmental Disabilities (DD). In addition, Maple Star began providing short-term Shelter and Assessment services for the state’s child welfare population.

In late 2001, Maple Star expanded its operations to the Portland metropolitan area. With this expansion, Maple Star increased its services to include another county governed juvenile justice contract and additional treatment foster care services for child welfare. In early 2003 Maple Star again expanded its services into the Salem/Mid-Willamette valley region, adding additional treatment foster care services for a growing shelter and assessment population. In early 2004 Maple Star grew to include the Eugene/Springfield area.

Through these expansions Maple Star has kept up with the growing need for additional BRS shelter and assessment services throughout the state of Oregon, while maintaining its contracts with the growing juvenile justice population. Offering services in four geographic regions throughout the state allows Maple Star to continue to serve youth in their home and communities while offering a cost effective alternative to institutional care.
