State Reports

Around the country, states are examining their current system of human services provided to individuals who are eligible for publicly funded services. Two such states are North Carolina and Pennsylvania, where Providence offers a number of programs.

In Pennsylvania, the Office of Mental Health and Substance Abuse Services hired the Mercer Consulting group to study community alternatives to psychiatric residential treatment facilities. Mercer made recommendations that agree with our entire philosophy and strategy to reducing costs while providing effective treatment. These include expanding community-based services that utilize Wraparound Care models and reducing out of home placements by increasing community involvement overall. In North Carolina, the state also hired the Mercer group to study their behavioral health care system. Mercer’s analysis included a recommendation that the state be divided into major regions, with a few of the current providers providing administrative oversight and back office functions for their entire region, while continuing to subcontract with smaller provider agencies. Interventions with youth who have caused sexual harm are continually evolving. Empirically based studies are emerging in the field and guiding practice. We offer these standards as benchmarks for programs to work toward as they strive to best serve these youth, their families, and the community.
